BEING A BY-LAW TO APPOINT A DEPUTY CHIEF BUILDING OFFICIAL FOR ENFORCING THE BUILDING CODE ACT WITHIN THE TOWN OF COLLINGWOOD

WHEREAS authority is granted pursuant to Section 3(2) of the Building Code Act, S.O. 1992 Chapter 23, as amended, to the Council of each municipality to appoint a Chief Building Official and such Inspectors as are necessary for enforcing this act within the municipality;
AND WHEREAS the Municipal Act 2001, S.O. 2001, c.25 as amended, authorizes the Council of any municipality to appoint certain officers and employees as may be necessary for the purposes of the corporation, or for carrying into effect or enforcing any Act or By-law of the council.
NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE TOWN OF COLLINGWOOD HEREBY ENACTS AS FOLLOWS:
1. THAT Mr. Brian Robert Bell is hereby appointed as Deputy Chief Building Official for the Corporation of the Town of Collingwood, and further appointed as a property standards officer for the Corporation to administer and enforce the Municipal Property Standards By-law as required;
2. THAT the Deputy Chief Building Official shall be responsible for the following duties;
a) Assumes the duties of the Chief Building Official in their absence;
b) Managing the staff and the resources relative to the efficient operation of the Building Department in the absence of the Chief Building Official;
c) Assisting in preparing and controlling departmental budget expenditure and revenues;
d) Reviewing plans and pertinent specifications for applications for building permits and issuing the appropriate permits;
e) Effecting appropriate field inspections to ensure compliance with building permits issued;
f) Administering and enforcing the applicable provision of the Building Code Act and the municipal building by-laws;
g) Maintaining adequate and appropriate records as required;
h) Replying to requests for information relative to compliance with various municipal by-law or zoning by-laws, as relating to building permits;
i) Reporting to and attending Committee and Council meetings as required;
j) Liaising with other Departments as required to ensure effective management of policies for the Corporation;
k) Demonstrating a professional and positive attitude when communication to the public;
l) Performing other relating duties as may be assigned by the Chief Building Official;
3. THAT By-law No. 2010-091, a by-law to appoint Brian Robert Bell as a Building Inspector, be hereby repealed.
4. THAT this By-law shall come into full force and effect on April 18, 2016 at which time all By-laws that are inconsistent with the provisions of this By-law and the same are hereby repealed insofar as it is necessary to give effect to the provisions of this By-law.
